Greetings to All,
I am Joseph Rivera and a Proud New Mexico Resident. and I represent the Masses, New Mexico Resident Big Game Hunter. All New Mexico Residents need to get involved and join this Historic fight to save the Mule Deer Population in all of the Southern New Mexico mountains, Sacramento & Guadalupes.
Furthermore, Fight to keep your right to be able to get any kind of Big Game License to hunt in Unit 34 & Unit 30 Game Management Unit.
These units cover: (Unit 30) Artesia to Penasco, South all the way to Queens and El Paso Gap. Unit 34 Mayhill, Cloudcroft, High Rolls, Tiburon, Weed, and Pinon. Unit 29 South of Pinon in the Cornucopia Mountains.
Since early 2021, we have taken on NM Game & Fish and address the already dire situation with the Mule Deer population in all of Southeast NM and the Southern Mountains. The attachment are the 20 proposals that we sent to NMGF February/March of 2022.
It cleary address’s the massive plummet with the Mule Deer population. The line from Mayhill to bottom of Deny Hill and up the range to Weed and to Pinon, is the East side of Unit 34 and high open mountains. Historically, Mule Deer Country. Last 10 years and now 5 Years, it has become a rare sight to see Mule Deer anytime of year.
We asked to break up Unit 34 so that the Mule Deer species would have a chance to recover from excessive hunting and heavy over population with the Elk,
Bring back a designated Whitetail hunt for Unit 34, which appears to not be considered by New Mexico Game and Fish.
It appears, that the only new rule for Elk in Unit 34 is to only add 2 Antlerless and consideration for more hunts.Elk tags appears cycle through land owners. Many of those tags will go to Outfitters and out of state hunters.
No where, does it address attracting Elk hunters on the East side of unit 34 for NM resident hunters getting a tag through the draw.
Other Elk tags GF is considering will not address the Elk over population on the East side of unit 34 because Unit 34 is not even being considered to be broken up. Private Land Elk Tags is not going to address the over aboundance of Elk on Public Land on the East Side of Unit 34, To Help the Mule Deer Population Recovery.
Where does that leave NM Resident hunters in Unit 34 for any kind of Big Game Hunt????? Plus, the over population of Elk on the East side will go on unchecked especailly on public land access from country maintained road and 2 track roads on public lands..
It is possible that for NM Resident hunters, the percentage drops to lower teens and possibly single digit chance of getting any kind of Big Game Tag for unit 34.

1.) Here is the big issue for NM Resident Hunters. Those Elk tags are going through
ranchers in Unit 34, which they have always set the prices for those tags.
2.) NM Outfitters will get many of those Elk tags and end up with Out of State Hunters.
3.) Not very many NM Residents Hunters are going to want to pay how much for a Elk Tag?
4.) As you can see from our 20 Proposals we sent to NMGF, we asked for a Designated
Whitetail Hunt, which is not even being considered by NMGF.
Summary: New Mexico Resident Hunters are looking at not getting any kind of Big Game License through the draw for Elk, Mule Deer or Whitetail. That percentage of getting a NM Tag will now fall now to lower Teens and maybe Single digit chance of Getting a NM Big Game Tag.
Why we asked GF to break up Unit 34 East And West, so that NM Resident Elk hunters could apply and get tags to hunt on the East side of unit 34. ON PUBLIC LAND. SAME LAND WHERE I GO DEER HUNTING AND DON’T SEE MULE DEER ANYMORE, AND HUNDREDS OF ELK.
We see Elk in Herds that are Bulls. While Bulls carry horns, its clear on the High Open Mountains on the East side of Unit 34, Bulls clear out Mule Deer and destroy all the vegetation and tree limbs. They destroy grass, shrubs, bush’s, cactus’s, Cholas, Yucca’s, Elk down and destroy tree limbs. Everything and everything Bulls see, they destroy. You don’t see this in the forest but on the ridges on the East side of Unit 34 & 30, its clear what has become the main reason why mule deer are not able to hold up where they have always been.
This new rule NMGF is proposing is to keep the money going to the state because of the money the States makes off these dam elk, and willing, to let the Mule Deer species continue to plummet. In several areas of the Guadalupe and Sacremento Mountains. The Mule Deer have already gone extinct in several area’s in Unit 34 & 30. Its already happened.
While their are several factors that contribute to Mule Deer disappearing in these mountains, our proposals give the Mule Deer Species a decent change to recovery.
NMGF only proposal, give tags and money to ranchers and NM Outfitters and greatly reduce the number of NM Resident hunters from hunting in Unit 34. AN Opportunity to Hunt Unit. After several GF Commission Public meetings, we hear Unit 34 is now become hot bed for Out of State Elk hunters.

Get Envolved or loose your right to hunt in Southern NM
We have reached out to all NM Southern Newspapers, Radio, and TV News stations in Roswell. Some of you in SENM we have not heard from.
We will be more than happy to make a statement on your paper, radio as well.
Trapping on all public land in NM was banned starting April 1st 2022. What that means for the Mule Deer Species in Unit 34 & 30 will be catastrophic. We asked for a Exemption for Unit 34 to allow trapping for Coyotes. It is not being considered at this time because this is a Legislative Issue. Coyote explosion is sure to happen this Fall and Winter season and bad bad news for Mule Deer in Southern NM.

Reqest that you mention concern for NM Resident hunters not being able to get a tag to hunt in Unit 34 for any Big Game Species. As all land owners know, percentage that NM hunters pay for Private Land Elk tags is small.
