LAS CRUCES – Nearly $2.84 million in state funding will help the City of Las Cruces acquire approximately 6.49 acres for a proposed affordable housing development serving residents age 55 and older.
Through an agreement with the New Mexico Department of Workforce Solutions Office of Housing, the state is making up to $2,837,044 available for the Royal Crossing project. The city plans to use $2,827,044 to purchase Lots 23, 24 and 25 in the Royal Crossing Subdivision.
The land purchase is an initial step, not the start of construction. Additional financing and development agreements will be needed before the proposed housing can move forward.
Following the purchase, the city will own the property. Enriched Communities, LLC will serve as its exclusive development partner for an initial three-year period, seeking Low-Income Housing Tax Credits through Housing New Mexico and other financing.
During that period, the developer must submit at least one complete, timely tax-credit application and diligently pursue financing. If sufficient funding is secured, the city and developer would negotiate agreements needed to advance the project.
Mayor Eric Enriquez said the investment allows Las Cruces to secure land now for future affordable housing needs while working with the state and development partners to attract additional resources.
The City Council previously pre-committed $4.7 million toward land acquisition and construction for the proposed development in November 2025.
The project is part of the city’s broader effort to expand affordable housing options using local, state and federal resources.
