LAS CRUCES — The Doña Ana County Board of Commissioners has appointed three senior administrators to jointly serve as Acting County Managers, ensuring continuity of operations following recent leadership changes within county government.
During a closed session on July 28, commissioners selected Stephen Lopez, Lucio Luttrell, and Deborah Weir to assume the role together. The three will oversee county departments, support employees, and maintain daily services while the Board determines its next steps in selecting a permanent County Manager.
Lopez, Luttrell, and Weir each currently hold high‑level administrative positions within the county. Lopez serves as an Assistant County Manager and previously led the joint emergency management office during the COVID‑19 response. Luttrell is the Interim Deputy County Manager and has worked with the county since 2015, focusing on financial services, performance, and operational support. Weir, also an Assistant County Manager, oversees several major departments including Human Resources, Health and Human Services, and the Detention Center.
County officials say the shared leadership structure is intended to provide stability and uninterrupted service delivery during the transition. The Board has not yet announced a timeline for selecting a permanent County Manager.
