LAS CRUCES – The Las Cruces City Council approved a liquor license request, accepted two grants, amended the city’s capital improvements program and updated appraisal rules during its regular meeting Monday, June 1.

Council approved a request for a beer and wine liquor license with on-premises consumption and patio service for NYP Slice House, LLC, located at 3290 Rinconada Boulevard.

The council also held a public hearing on the request, which had already received preliminary approval from the Alcoholic Beverage Control Division of the New Mexico Regulation and Licensing Department. No public comments were made during the hearing. The hearing is required under state law before the state can continue considering final approval of the license.

Council also accepted two grants through an amendment to the city’s fiscal year 2026 budget. One grant provides $29,867 to the Las Cruces Fire Department from the New Mexico Department of Finance and Administration to reimburse the cost of equipment required for new firefighters.

The second grant provides nearly $1.43 million to the city’s Information Technology Department from the New Mexico Office of Broadband Access and Expansion. The funding will be used for the construction, expansion and replacement of core high-speed broadband infrastructure serving city facilities.

The council also amended the city’s fiscal year 2026 through 2031 Capital Improvements Program. The changes include $2.82 million for intersection improvements, nearly $1.43 million for broadband access and expansion, and almost $5 million in gross receipts tax funding for citywide projects.

Those projects include parks deferred maintenance, restroom repair and rehabilitation, drinking fountain and lighting replacement, surveillance and access controls, parking lot rehabilitation, roof preservation and rehabilitation, facilities deferred maintenance, and security and fire alarm improvements.

Parking lot projects include downtown parking lots 3 and 4, the Frank O’Brien Papen Center and Maag Ballfield parking lots. Roof work includes the Armando “Mondy” Castañeda Service Center building. Security and fire alarm work includes municipal court and Mesilla Valley Community of Hope’s Camp Hope.

An amendment to the resolution removed $360,000 for a Las Cruces Police Academy roof rehabilitation project.

Council also amended the municipal code to extend the allowable timeframe for using appraisals by qualified independent appraisers licensed in New Mexico for city real estate transactions.

The previous six-month timeframe sometimes required updated or duplicate appraisals, creating delays and added costs. The new ordinance extends the allowable timeframe to 12 months, giving the city more flexibility while still allowing updated appraisals when needed.
